Dear Colonel Pullen:

I am writing to request permission to charge equipment to 
the above-referenced contract.  Funds will be rebudgeted from
the computer services category of the budget to cover the
cost of this equipment.

We are proposing NCD as sole source vendor, because at this time their
Xwindow terminal is the only terminal that meets the requirements
of the Computer Science Department's networking environment.

The Telebit T2500 modems use the V.32 standard and can talk to non-Telebit
modems as well as the cheaper Telebit modems and will integrate well with
existing hardware and communication facilities of the Computer Science
Department.

NCD does not offer a lease plan at this time.  The Computer
Science Department feels that this equipment will be technically
viable for the next four to five years.  This equipment fits
easily into the existing hardware maintenance facility making
it cost effective over long term use.  

The cost of the equipment is as follows:

The purchase of these terminals is essential to provide researchers with
access to computing resources.  It will provide access for related projects
to make use of the product of the Qlisp project and will provide access
for additional users thus helping to maintain the Alliant in order to make
Qlisp available to other researchers until new implementations are available.

The University believes this equipment to be necessary to conduct the
research under the above-referenced contract.  The University is
financially unable to purchase the equipment and requests approval
to use existing funds for acquisition.
